I certainly don't like directly owning the debt vs. using the insurance alternative and leaving the debt on the balance sheets of the banks with safeguards (Cantor's approach).

Would it work? Who knows.....we weren't given any time to analyze because Paulson and the President insisted the sky was falling and demanded we give them 700 billion dollars with no strings attached. The crisis was formed.

Gee...I wonder why that wasn't so popular.
