It was supposed to be a bipartisan bill. The Dems said they could deliver 130-140 votes, and the Reps said 70-80. Each party wanted the ability to let certain members - those in tough races - vote no. The Dems delivered their quota, but the Reps showed that they are fractured, and their leadership ineffectual. The problem is that there was not enough selling of the absolute need for this legislation. I guess people don't see the floodwaters until their at their doorstep, but then it is often too late...
