The Democratic leadership worked with the Republican leadership to come up with a bill that was palatable to both sides. They thought they had that bill, with compromises by both sides. The Republican leadership said they could deliver the votes. They failed.

The Democrats certainly could have drafted a bill that appealed to more Democrats, and fewer Republicans, by adding more stuff that is popular with their side. But, the idea was that a bipartisan bill would be better for the country, and show that the Democrats were committed to putting an end to the unilateral rule we saw during the Bush years.

By failing to deliver their end, the Republicans are showing that they cannot work with anyone else.
