She had the votes. She thought she would humiliate people and lie about the democrat thieves who protected the cash cow and milked it til it was dead. Blaming it on Bush and Republican deregulation.
How humiliating to have that elderly witch make accusations on the introduction on a bill.

Very perceptive.

The leader of a house does not call for a vote unless they want to win the issue.

The only reason to do so is as a political statement or as a "test vote".
