I would think the obvious side effect here is capital flight from investors (not necessarily traders). How can an investor have confidence in that madness?

The next step after banning short selling is to ban ALL selling. i.e, close the markets. It'll come in the pretext of some "emergency" or another sooner or later. There's a precedent for it during wartime. Americans are too lily-livered to withstand a 25-30% drop in the SPX these days. I knew we were weak, but not THAT weak.
