She is a hoot. Some staffer wrote that for her or it certainly would have been a much more lame missive. In fact it likely would have been a missile.

That is one thing McCain is quite up front about. He hasn't used them and doesn't intend on using them. I will never forget reading bills I had some interest in professionally and finding those out of place earmarks looking so embarrassing with no relation to the essence of the bill. It is something that should have never been allowed.

Back in the day before computers it was near impossible not to have a pile of books on the table to make certain there was no exception or addition to a certain law when so many riders exist in new legislation. Revised statutes were available swiftly enough at time lol

Legislation should always be clean. All issues should be under their own bill or as an updated bill, but not attached to other unrelated legislation.

That doesn't even touch on my indignation regarding the cost of pork barrel riders.
