So far I think it's due to the acute problems associated with the new anti-naked shorting rules, along with a dollop of trouble created by the hyperproliferation of 130/30 hedge funds. The 30% short side of them tightens the supply of borrows substantially, but they turn around and buy 130% long so it's "market neutral" - just increases the volatility and creates problems for other short sellers.
