I think you could use such a fee to pay back the bailout but you need a big chunk of money upfront to get things rolling.

Well, right, but if you just give away free money to the people who screwed everything up while not doing anything to prevent this from happening again, you're just throwing money down a hole.

True but I don't think anyone is suggesting to give money away without any stipulations and to not regulate going forward.
