That depends on how you define torture...and that is the risk in adopting such measures.....he has been clear that he does not support torture...

The fact that he doesn't consider hamburger and fries (instead of steak) to be torture doesn't mean he's not against torture. That bill went too far for him.

Clearly his view on torture is at odds with Bush's.
