In this context "self regulation", means controling your own actions prudently, not "absence of any regulation outside of yourself".

"Self regulation" in this case meaning risk controls and market discipline (which includes having some parties fail, otherwise you don't get market discipline).

That doesn't imply there is no other regulation going on, only that these factors are the most important ones. Absent them regulations are not going to be effective at controlling risk, except perhaps if they are extended to a nearly totalitarian level which will cause more harm than any risk they are likely to control, might have caused.
