yeah well thats my point. I was using the absolute lowest bar in trying to come up with a value for these and even the worst ones seem to be worth .30.

Any 15 year mortgage at less than 70% loan to value and no cashout will be repaid, those are refis typically.

And you are correct, you can foreclose on all those properties also and there is some value there. So they are not worthless.
