As he pointed out, he meant that they didn't do enough to stop the war. He did say that they were arrogant and wrong-headed in the way they acted.

Exact Quotes from the NYT article on 9/11/2001:

"I don't regret setting bombs," Bill Ayers said. "I feel we didn't do enough."

"So, would Mr. Ayers do it all again, he is asked? 'I don't want to discount the possibility,' he said. "

Now, you can spin that anyway you like, but anyone who can read gets the meaning of it.
