With ultra-low interest rates the US Dollar became a "carry trade" currency just like the Yen, and invested in the New Zealand Dollar, Australian Dollar, Euro, and commodities.

As these speculative assets melt, the Yen and Dollar are up as those loans are repaid.

Plunging asset prices have vaporized an immense amount of available credit. It has essentially created a shortage of Dollars. The $700 billion, soon to be created, is less than 10% of the amount which has vanished.
