The missles were an expansion of many years of cooperation between North and contacts he had with the Iranian military which dated back to the days when the Shah was still in power.

IMO there was really nothing wrong with the stratigy of trading missiles for hostages with Iran. They were using them against Iraq, prolonging the war was to our benifit. The problem is that congress did not approve it, Reagan didn't know anything about it, and the public didn't understand it.
