A rate cut that has no effect on the markets is worse than no rate cut. At 2%, the Fed funds is already deep into negative real interest rate territory. The CP buying program they announced today, which comes closest to helicopter money, is far more important than a rate cut in terms or easy money. And look what happened in the market.
