1000 years ago, if your cow stopped giving milk, or an early frost hurt the crop, or the smallpox killed your favorite daughter, you and your neighbors would look for the witch who was causing it. Someone had to be to blame for everything bad that was happening, and that bad person had to be punished. So you looked, and looked some more, and eventually you found someone and burned her.

Today, we have Bin Laden.

All societies require a collective focus for their fears and suspicions. It helps, if they've actually done something evil, but this isn't required.
