If the insiders own much of the stock, they aren't naked shorting to the extent that they are offsetting their longs. They could also accomplish the same objective by just selling their long stock, no need to short. Anyway as an insider they have to report changes to their position and are given windows in which to do this.

As far as Bear and Lehman are concerned I have no pity on them. You live by the naked short position and you die by the naked short position. Wall Street couldn't steal enough from the little guy anymore so they had to steal among themselves. Where has honor among thieves gone ? Gregor
