If you look at the amount of money and grand plans they have for major universities, research institutes, hospitals, etc, this semiconductor deal is small. IIRC, they want something on the order of 30 universities in the one city, and they have linked up with some major US universities to get these going.

It will be interesting to see how it plays out. At least these dudes seem to understand that their oil wealth is a one time play and they better end up with something besides rusting weapons systems to show for it, so that is a major improvement over the attitudes that have prevailed in that neck of the woods. However, their approach is very heavily a top-down one, and history would appear to argue that economic growth is much more efficient from the bottom-up. I suspect they waste lots of money, but then, they have quite a bit to waste. If they wanted to, they could of course blow Intel's process development budget completely out of the water, but I doubt they do so. It would not be very efficient, at least until they have a few thousand experienced engineers.

WIth Abu Dhabi does it look like AMD is backstopped against going BK? I figure that would be worth a double in stock price alone.

Meanwhile Intel is 15 again?
