No reason to think it will. Look at Japan, that was one of the first things they did. And, despite coming really close to zero, their economy is still fragile after decades.

Yes, but Japan didn't make any effort to get rid of its bad banks and bad assets. They were afraid to touch their banks......that's what prolonged their pain.
