I've been seing the same thing. Retail diesel prices dropping daily. Good for me as a consumer, bad for me as a ( former ) owner of independent refiner stocks. Monday's STEO says this,

Prices. Regular grade gasoline prices are projected to average $3.56 per gallon in both 2008 and 2009, following movements in projected crude oil prices. Because of the continued weakness in motor gasoline consumption, the difference between the price of gasoline and the cost of crude is expected to remain low throughout the forecast interval.
