I think the McCain plan is confusing in its implementation (and apparently very expensive to administer) but not in its intent. He wants to do the free market dance which is to increase individual risk and supposedly reduce costs by having lots of angry consumers beating up on insurance companies. I've always thought that insurance works when you spread risk over lots of people, not by leaving individuals to bear all of their own risk. Do insurance companies even want to deal with selling policies to individuals instead of to corporations? Seems like a whole lotta paperwork.
