I use Fido and bailed on SSO @ 9:32 AM - it took less than a minute but it seemed like an eternity. It was definitely slower than usual

I was also have trouble getting orders off. Usually market orders are instantly executed. But had to wait several minutes for a fill, and the price had risen by several percent. Limit orders weren't any more effective. Gave up trading until things settled down.
