I asked my husband (a lawyer) to look at the document and he said it was a draft order, something that the plaintiff attaches for the judge to sign if he decides to approve the motion. He says some states even require its attachment.
In other words, it is not a legal document until signed and dated by the judge. It's meaningless.

Also interesting.
The Philip J. Berg bringing this case in Pa against Obama also filed a RICO lawsuit against Bush and Cheney after 9-11.

He issued a call for world leaders to arrest and try Bush and Cheney for the global crimes of 9/11.

Also he demanded three SC justices disbar themselves for their involvement in the 2000 election of Bush.

A couple of years ago, in 2005, he was subject to sanctions and fines for reported ethics violations.
