The report actually did clear her of abusing her power from firing Monegan. It was saying she abused her power of trying to force Monegan into firing Trooper Wooten, which is odd because Trooper Wooten wasn't fired It certainly doesn't seem abuse to ask why a trooper was not fired when that trooper Tazer's a child for no good reason. The legislature was by law required to make charges if it found the law was broken. Of course false charges would be fought off in court. So it did the next best thing to make a false claim without brining up charges.

But you found it perfectly acceptable for Robert Rubin to call the Bush administration asking that they "do something" to keep Enron from crashing down so that he could save his precious Citibank from having to take a hit on obviously worthless financial instruments.
