Precisely.

If they aren't granted certain powers, like adding new board members because it would "hurt their feelings", or specifically prohibited from doing other things like creating amendments without a vote when a 2/3rds majority of the residents is required, then they have controls over their powers and can't "do anything they want".

You really need to stop making groundless assumptions. It makes you seem, well, dim.
