This is exactly right. No amount of tax credit is going to cause a business to hire people it doesn't need. It just won't work.

Even as far back as the 60s, we had the "Jobs Credit", which was up to $6,000 to hire people from "economically disadvantaged" backgrounds. In 15 years of tax seasons consisting of thousands of tax returns, I prepared form 5884 exacly ... ONCE.

Tax credits will provide incentive for people to INVEST in infrastructure. But that's different. You spend, for example, $20 Million renovating a qualified building and you get $2M in tax savings THIS YEAR, that's an incentive (since you've financed the $20M, you get a net advantage in the current year). But when you are going to have to hire, pay, train, outfit, and deal with an employee, a $3k tax credit gets you nowhere, and that employee may well be gone before the year is up.

Hussein doesn't want them hiring anyone and getting that $3K tax credit anyway. That $3K is money out of the governments pocket.

Its just a gimmick idea to sound like he's promoting jobs on the campaign trail.
