If "the American way has been distilled down to consumerism", as you suggest, then how would you characterize the French way, in terms of WiMax uptake? From reading the piece below, one might conclude that it could be described as anti-consumerism, or regulatory manipulation by incumbent operators (which, in some examples cited below, shows up as blatantly obvious), although I'm sure that these matters are open to other interpretations as well. A hat tip to Dirk van der Woulde (NL) for pointing me to this article.
