Easy. More families getting loans via CRA means more demand for homes. Prices rise, people who sold those homes move up to bigger, more expensive homes. That in turn increases prices for homes at that level, and it just goes on up the chain.

The only way that wouldn't apply is if there was a corresponding increase in the supply of low-income homes, which of course was never mandated by CRA.
