Show me where Obama said families making less than $250K will pay no taxes. To my knowledge, he never said that. His tax plan is to "cut" taxes for families making less than $250K. The only part of his plan that exempts folks from paying taxes is for seniors making less than $50K per year. I'm not sure where you are getting this idea that 95% of all Americans, who happen to earn less than $250K are not going to pay taxes. That's just plain wrong.
