Nope...here is the source of the document: The study was commissioned by the Joint Forces Command in Norfolk, Virginia, and produced by analysts at the Institute for Defense Analyses, a federally funded military think tank. So while the author of this article may indeed offer a different interpretation of the document in question, YOU are free to go out and digest this document on your own.
