bullish percent. It's an old point and figure thing which we all used to follow and some of us still do. In simplest terms it is the percentage of stocks that are on a buy signal. So with the BP on the dow at 2 it is saying that less then 2% of the stocks that make up the index are on a buy signal.

Ideally you want to go long with the BP's are in x's saying that buyers are in control and they are presently in 0's saying the sellers are in control.
