Well, it depends on how you look at it. If you're talking about with respect to the previous datapoint, then it is a redistribution. All tax code changes are -- you change how the after-tax income is distributed amongst Americans.

But your point is taken. If you're talking about income distribution with respect to who earned the money, I agree with you.
