Dduring Clinton's years there was some off budget spending which for Washington accounting purposes was not included in the budget. The way to tell this occurred is to look at the growth in the national debt during the Clinton years and you will see that it grew, slightly, but it grew.Obviously if the national debt grew we spent more money than we took in.

Anothe factor that everyone forgets is that Clinton benefited from the peace dividend. It was a time when we reduced greatly the amount we spent on defense. Much of the savings was diverted to domestic spending or we could have had a significant surplus. My caveat is that Clinton didn't do this alone he had help from republicans, just as the current administration had help from dems.
