It certainly is part of the process. But, by its nature, it isn't foolproof. So there are going to be fraudulent registrations. No way to help it.

Proof, i-node. Proof. Again, the DOJ has been going all out on this for years.

How many prosecutions for voter fraud have been filed over the past few years? The full mechanism of the government is behind this. If it is at all common, there should be hundreds of cases that have turned up. No conspiracy is air tight.

You have no proof that the first and second clause in your sentence have any connection.
