I'm not sure what structural changes they ought to make. But ACORN does have a fundamental conflict-of-interest arising from their mission to register poor and minority voters, namely their refusal to seek any sort of documentation as proof of identity.

So now what? Simply toss out voter registration enforcement and just look the other way? Just convince yourself that it can't be more than 10% of ACORN's registrations that are fraudulent? When all you care about is votes for your side, it's all too easy to let this stuff just slide.

The same shit Barney Frank and Harry Reid tried to pull in absolving their allies from any blame in the financial crisis. Unbelievable.
