Which is why a lot of the programs got blocked. They were the equivalent of poll taxes in that unless you were a homeowner with a driver's license there were all kinds of hoops to jump through and fees to pay. Requirements like having to travel to the county seat. Yet, for some odd reason, the proponents of it often fight those changes, although they do nothing to ensure security. One gets the impression that voter fraud isn't their real concern...
