Of course those who are dead and those who move do not show up to vote, but in some cases someone does. This is more common than you might think. Rumors are rampant that Kennedy won Ill. this way. Don't know if it is true, but it something your hear from dems as well as repbulicans. I know it has happened from personal knowledge in Maryland. That is the point

Also, most election boards are required by law to send information to registered voters, it is wasteful and innefficicent to send these materials to dead people or people who not longer reside in the election area.
