How can it create more jobs when his taxes will have already lost many more jobs.

It is unlikely that companies during the next year will use that incentive. It is too little and with the cost of training a new employee so high, we must see much greater business improvement for businesses to change course and add employees. We will hire new employees only when business must because of expansion and then we would anyways to meet our customers needs. It is much like all that money that the government came to give me, I was buying that equipment anyways but I will now gladly accept it since the majority of taxpayers want my taxes to go up, I will accept the gifts from them.
