That is true. That is something that needs to be dealt with.

Personally, I don't think the problem is one that requires a lot of effort to solve. The only real way is a national ID system and vetting all voters against the database. In 2000, I believe, a reporter found a lot of snow birds who were voting in their home state and in Florida. But, they were pretty reliable Republican voters so no worries...

I don't advocate this approach, BTW.

i'm not sure what answer you know so i'll just tell you what i think. the name of the game is reducing the number of potential voters who won't vote for you party (or candidate etc.). if you can find a group of such potential voters and an innocent looking way to reduce their numbers (ie. picture id which will make poor/old people less likely to vote and say they overwhelmingly vote x) then if you're not x it's to your benefit to do everything you can to make them not vote.

I don't understand your but. If its illegal, like stuffing the ballot box, I think that should be discouraged.
