Sure there is. Why does a voter ID law require those with no driver's license go to the county seat or state capitol? Or require very strict proof of residency, much more so than for a DL?

Why is the concern over voter fraud focused on minority groups and the poor? Historically speaking, most of the known voter fraud didn't involve those groups.

Except in that case, there is a there there. It's been PROVEN, for instance, that the Republicans jammed the phone lines at the Democratic headquarters in New Hampshire in 2002.
