The school didn't "say it wasn't a field trip". How did the kids get there? Fly? A van, probably. Immaterial question. They didn't run out of school and run to city hall on their own. Who made up the little bags of flowers in their hands? Likely a class project. Though I don't know. Definitely shows a group effort. Why was the teacher The teacher was surprised because it was meant to be a surprise. Like many parties. and the mayor of SF surprised by the kids' appearance at city hall? Why would the mayor be informed? Even SF isn't a police state.
