Interesting choices. I bought Husky Energy today (HSE on Toronto), since it has very little debt, pays a good dividend, and is trading at a five year low. Dividend will be cut if energy prices stay very low, but that is already baked into the current price.

May well not be a bottom, but I will probably be happy enough in a year or two. I am keeping my buys within cash on hand levels. This ensures that I spread them over some time, and gives me the chance to diversify a bit since different companies are good buys at different times.

Wash sale rule - why worry about it?

Use a good accounting software program like Gainskeeper and forget basing a buy/sell decision on it.

The rule doesn't prevent you from buying the same stock back within 30 days. If you do, the capital losses are added back into your new cost basis.
