"A signal to southern white folk" can mean just about anything. 2 - To the extent its any meaningful charge the burden of evidence lies with the accusers. (I say burden of evidence rather than burden of proof, its not like this is a court of law, no "proof beyond all reasonable doubt" is needed or expected, but some real evidence should be presented before slurring someone)
