Legislation was never veto proof.

While the democrats had a majority in the house and senate during the final two years of the Bush administration, the democrats never had the necessary 2/3 majority in either house to override vetoes on their own. A substantial number of republican votes were required to override a veto.

The house and senate were controlled by republicans during the first 6 years of the Bush presidency.

Bush vetoed 12 bills during his time in office. 4 were overridden.
