That's probably true. And probably would be even if you dropped the "as if they where Russians themselves". But I have talked about Russian tax policies, and other policies, with Americans. And I've debated Iranian, Venezuelan, etc. policies with Americans and with people of "third party" countries (meaning not American, and not Russian, Iranian, Venezuelan or whatever particular country was being discussed).

I don't think I've ever commented on who was the worst PM of the UK, but I've commented on recent PMs (and on Churchill), and I've discussed Canadian politics with Canadians on SI.

Obviously foreign people don't and shouldn't get a vote in our elections, but I really can't see anything wrong in commenting on them. I may see something wrong with, or at least something to disagree with, in the comments themselves, but not the idea of commenting.
