If he did his own independent work on the side (which I imagine is not exactly rare for plumbers who mostly work for someone else), than he would have violated Toledo ordinances, maybe he did, or maybe they just suspect that he did.

Of course if he did, or even if that was the whole of his work and he didn't have some other job, he still would be a plumber, so the whole "he's not really a plumber" theme is ridiculous.
