"As a term of art within the industry he might be an "apprentice plumber", or an "assistant plumber", but he would still typically be called a plumber,"

I take it you have never dealt with the trades.

"And if he was even thinking about buying a business, apparently he's near the point we he would be a journeyman"

Apparently he is is not. He doesn't have a license. Nor, apparently, is he close.

"The issue to me isn't "Joe the plumber", its small businesses in general."

Small businesses that generate $250k or more in profit per year are pretty rare. That would be sales of several million. They aren't exactly in danger of being snuffed out by a tax change at that point.
