They say Bush is so bad, no one can be worse. Actually you don't have to look any further than the chairman of the ways and means committee Rangel for tax fraud. Or Dodd, chairman of the senate banking committee taking money from the companies he was to oversee. Or Barney telling everyone everything is fine when his buddies at Fannie Mae were lining their pockets. Oh hell, the list if too long to post...
