Neither really had much to do with government energy policy per se.

Hard to say since this administrations energy policy was actually formulated behind closed doors and in secret with luminaries like Ken Lay and James Rousse.

It may very well be, and lack of a countervailing logical argument reinforces, that part of our secret energy policy rested on restricting market access for massive amounts of crude in order to drive prices for the "in crowd" including big oil and OPEC.

That is certainly what happened when we effectively took the number 3 world producer off line and then refused to allow folks to know what our energy strategies actually were.
