that Cheney's dominance has had an extremely negative impact on US foreign policy over the past several years Perhaps Powell would be a bit sore that Cheney has proved a better general than he. It was Cheney's idea to do the "left hook" in the Gulf War, and encouraged the invasion of Afghanistan and Iraq while Powell had been urging caution and restraint. I have long been done with Powell. He is a bureaucrat.
